Rice extract is first on the list, ahead of the water, which is unusual and is where the milky finish comes from; niacinamide is fifth. At 18 cents a millilitre it is the most expensive toner we sell, and the finish is the only reason for that. If you want plain hydration, the Isntree toner is under half the price.
